Local Development Plan - management groups

Three management groups that have been established to assist in the preparation of the LDP, the LDP Focus Group, the Sustainability Group and the Stakeholder Panel.

The purpose of each of these management groups is outlined below:

LDP Focus Group

The LDP Focus Group is an internal group of the council that has responsibility for overseeing all of the stages involved in the preparation of the Local Development Plan.

The LDP Focus Group consists of a small group of officers and elected members. It will examine policies and proposals throughout the process in order to ensure a consistency of approach in the delivery of the LDP.

It is an active working group that meets at key stages of plan preparation to help to generate options and alternatives for inclusion in draft policy papers and documents that can subsequently be tested by key stakeholders and the general public, through formal public consultation mechanisms that are outlined in detail in the LDP Delivery Agreement.

Sustainability Group

The Sustainability Group is a group of experts from both inside the council and external bodies that advises on the environmental impact and the sustainability of proposals arising during the preparation of the Local Development Plan.

The Sustainability Group is a panel of individuals who have expertise in environmental issues. Its membership consists of Council officers including the County Ecologist, Landscape Architect, and Chief Engineer, and officers from partner organisations such as the Environment Agency, the Countryside Council for Wales and the Forestry Commission.

The Group meets at key stages of plan preparation to help to inform the preparation of the Strategic Environmental Assessment and Sustainability Appraisal work that is an integral part of the plan preparation process. Their work by necessity informs the work of the LDP Focus Group.

Stakeholder Panel

The Stakeholder Panel consists of residents of the county borough and representatives of a wide range of local groups and organisations to ensure that a cross section of views can be debated as part of the public participation into the preparation of the Local Development Plan.

The Stakeholder Panel acts as a sounding board for emerging policies and proposals and is the forum for structured discussions to ensure that a cross section of views can be debated as part of the public participation into the plan. It consists of 40 representatives, including 20 members from general consultation bodies and the Caerphilly Standing Conference, 10 residents of the county borough, and 10 members of local groups and organisations.

The membership of the panel has been chosen to ensure that it reflects a cross section of interests in order to provide a balanced view of those affected by the plan. However, the council has also set up a Stakeholder Panel specifically to deal with the LDP process.
